The Critical Delays in the Growth and Regulatory Response Loops

CO2 levels present the toughest “overshoot-and-collapse” risk that the world has faced. Many

scientists attempt to explain carbon dioxide levels as a bathtub filling up (burning fossil fuels,

cutting down trees) and draining (absorption by the oceans and land), which is exactly how many

system dynamics professionals describes “stocks” (see page 37). If the stock (e.g., level) of CO2

continues to rise, the impacts could have a materially negative economic and human impact that is

not easily reversible.

Figure 53 maps two critical loops related to the CO2 problem:

 Regulatory Response Loop: This entire loop is on a continued set of delays. CO2 in the

atmosphere impacts global temperatures, actual temperatures impact perceived

temperatures, perceived temperatures drive global action, and regulatory action impacts the

emissions rates – but with delays at each step.
